Wireless Operators require that all Mobile Stations operating on the network behave in a non-disruptive manor when errors are encountered while attempting to set up a data session. To this end, Mobile Stations must comply with data retry requirements as defined in the CDG document “#160 GHRC – Data Retry” version 1.0 February 21, 2008 or later. These requirements include the need for the Mobile Station to invoke a throttling algorithm when the Mobile Station encounters specific errors while setting up the data session. The CDMA Certification Forum, or CCF, is a partnership between CDMA network Operators and Vendors to create a streamlined global certification process to ensure CDMA2000 devices are adequately tested and ready for commercialization in an affordable and timely manner. This document defines the processes that the CCF has created to implement the goals for the certification of CDMA2000 devices. There are two sections to the Process Guide in order to separate the Word Appendices from the pdf. The first file is the pdf body of the Process Guide and the second link is to a zip file that contains Appendix D, I, and J. Appendix D, I, and J are Word documents that can be used as templates.
